Andrea McLean, Humphrey Fellow Performance Management and Appraisal System (PMAS) is used as a performance assessment tool in the Jamaican government. Andrea Mclean has extensive experience in the implementation of PMAS in her role within the Government of Jamaica. She will review this system, its benefits and challenges and how it aligns to the Performance Monitoring & Evaluation System. Andrea Mclean was most recently the Principal Director Policy Coordination & Administration in the Ministry of Industry, Commerce, Agriculture & Fisheries for the Government of Jamaica. Andrea has interest in the design, communication, implementation and evaluation of public policies and programs. She earned an MBA from the Herriot-Watt University in the United Kingdom and a Bachelor’s degree in Management Studies & Accounting from the University of the West Indies
